A London With Water Under It: Who Gets to Stay Dry?

London will not meet rising water as one city. It will meet it floor by floor, postcode by postcode and service by service. The real question is not only whether the capital can adapt, but whether safety becomes another premium subscription. In The Girl Who Knew My Mind, flood-adapted London is not abandoned: it is reorganised. Water enters the city’s habits while inequality learns to use it. The fictional 2046 city is an extrapolation, not a forecast of any particular road or building; the present question is who receives the benefit of adaptation first, and who is asked to wait at the gate.
